Open letter: Continue to ensure exercise of political rights in COVID crisis
Dear Council Presidia
The COVID pandemic is not only a stress test for our society, the economy and the health system, but also for our direct democracy. The undersigned citizens are very concerned about the negative consequences for political rights. Because with "social distancing" and other protective measures in public space, collecting signatures for popular initiatives and referendums has become less secure, more complex and more expensive. The aggravated conditions have meant that popular initiatives, such as the recent micro-tax initiative, stumble before the finish line. In addition, the number of plebiscites launched has decreased significantly compared to previous years.
In September 2020, the Federal Parliament recognized the seriousness of the situation and created a legal basis for effective measures. Article 2 of the COVID-19 Act allowed the Federal Council to issue a time limit for the submission of signature lists for optional referendums without a voting certificate at the Federal Chancellery. The Federal Council immediately put this measure into effect to safeguard political rights. At the suggestion of the State Political Commission of the National Council, this regulation was expanded to include popular initiatives on March 20, 2021.
This article will expire at the end of the year, which means that the measures to protect political rights will expire. At the same time, the pandemic situation is coming to a head again and is making it more difficult to collect signatures due to the behavioral and hygiene measures. As a result, ongoing referendums and popular initiatives in the collection phase threaten to fail.
Since the COVID pandemic and the measures to combat it are ongoing, it is urgently necessary to continue to exempt referendums and popular initiatives from the obligation to provide certification. The undersigned of the open letter bit you to keep the mentioned Article 2 Covid-19 Act (21,066), attached below, in force for another year.

1 In order to support the exercise of political rights, the Federal Council can provide that referendum and initiative requests with the necessary number of signatures, but also without a voting certificate, must be submitted to the Federal Chancellery within the referendum and initiative period.

Third-party placements and their effects on life paths
December 7th, Bern and online

Foreign placements are defining cuts in life. If self-determination and personal rights are not given enough consideration in the context of measures, the negative effects - for education, for social and professional integration, for livelihood security - can mark the life paths of people well into old age. The situation of children and adolescents who have been placed abroad and their relatives is examined in a number of research projects of NRP 76. The three research projects presented allow insights into the life paths of people placed outside of the community and show possible consequences. At the dialogue event, the first results will be presented and, together with representatives from practice, placed in the current context.

What does Birchermüesli have to do with human dignity?
"The Birchermüesli in prison is so shitty because you want to rob the inmates of their dignity with it," said Walter Stürm - probably the most famous escape king in Switzerland - in the 80s. The question of human dignity in Swiss imprisonment is not off the table today.


With the support of his lawyer, Walter Stürm fought against the living conditions in solitary confinement. In the context of our advisory work for prisoners, the question of human dignity in Swiss imprisonment arises every day and always to the same extent.

On November 25th, “Storm - until we're dead or free” comes to German-speaking cinemas. The film shows how, in the context of the 1980s, lawyers began to raise the question of whether the Swiss imprisonment was in conformity with international human rights treaties. A movement emerged that campaigned for more humane conditions in Swiss prisons and penal institutions.

A lot has changed since then. While imprisonment conditions have improved in certain areas, increasing security concerns in society and the changing composition of the prison population mean that more humane detention is still a long way off. Prisoners are more often and longer in solitary confinement, detention is less and less granted or conditional release is granted and health care is inadequate. Due to a lack of therapy and measures places, many prisoners are housed in the wrong detention regime and inpatient measures are carried out too often and for too long in ordinary penal institutions. Switzerland is repeatedly criticized in this regard by the UN.
