You will remember that seven years ago we formulated the first urgent appeal and distributed it nationwide: It was about an important human rights issue, the “enforcement initiative” launched by the SVP, an attack on foreigners in Switzerland, an attack on the separation of powers and Constitutional state. At the time, we responded with a “no” campaign, which met with a great response, and we won in February 2016. Together with other civil society organizations, we were able to turn the vote at the last minute when everything seemed lost.
In 2018 we went public again with an urgent appeal and an urgent “no”. Again it was about internationally documented human rights, which this time were to be attacked head-on and put out of force with a “self-determination initiative”. If the anti-human rights initiative had been adopted in 2018, Switzerland would have said goodbye to its democratic traditions and to the international community.
Thanks to your support of the Urgent Appeal, it was possible to avert this dangerous advance as well.
The year 2021 is now drawing to a close, and we are once again very worried. In the vote on November 28, almost forty percent of the electorate voted against a law that is intended to protect the weakest in the current pandemic and which also requires some restrictions in our comfortable everyday life. One can and should of course discuss the corona policy and its consequences, but still on the basis of reasonably certain facts. That was not the case in this vote. Instead, fictitious, absurd arguments repeatedly cropped up in the debate that had already been refuted hundreds of times by science, justice and politics. Never before has a Swiss referendum campaign been waged with such excessive exaggerations, open threats and abstruse conspiracy theories.
We believe that, especially in the current situation, the Swiss media have an extremely important, responsible function that they can no longer easily fulfill.
The media have come under great pressure in recent years. They sold far fewer advertisements and subscriptions, and lost significant resources. The situation for journalists in many editorial offices is precarious today. Carelessly and inadequately edited media quickly lose credibility. Dissatisfied people quickly switch to social media channels in which - like at the regulars' table - they are spoken to. Political groups use this situation. Market-optimized search engines replace civic information.
But democracy needs knowledge, and knowledge needs money. Well-informed, independent, professionally designed media are central to any democracy. In Switzerland, with its numerous referendums, the diversity of the media is even more important than anywhere else. But many independent media have disappeared in recent years. Some regions no longer have their own information organs, many cities and municipalities are only informed by monopoly media.
In February 2022, Swiss voters will vote on a media promotion package. Publishing houses as well as regional radio and television stations, online portals, agencies, the press council and journalistic training are to be supported and promoted with a total of 178 million francs during the crisis. Small media benefit proportionally more than the big ones. The independence of the reporting from the state financier - the federal government - is guaranteed in any case.
Strong opposition has arisen against this media funding package. It comes from the same corner as the initiatives against human rights and part of the opposition to the pandemic law. Access to democratic media also has to do with human rights.
We at the Urgent Call would like to prepare for this voting campaign. If necessary, we will go public with our own appeal in January. But first we want to support those who are already involved in this campaign for media and democracy. Are you participating?

Important recommendations of the UN Committee against Racial Discrimination to Switzerland
The UN Committee against Racial Discrimination (CERD) calls on Switzerland to step up its efforts to combat racism. In doing so, it is based on the central requirements of the NGO platform Human Rights Switzerland. The UN body demands the closure of legal loopholes, the introduction of independent investigation and complaint mechanisms for cases of racial profiling as well as concrete measures against the discrimination of people based on their origin or their residence status.
As part of the fifth cycle of reports, the UN Committee against Racial Discrimination published specific recommendations for the implementation of the UN Anti-Racism Convention in Switzerland. The NGO platform Human Rights Switzerland, coordinated by humanrights.ch, submitted an NGO report to the UN body as part of the state reporting process in March 2020 and took part in an informal exchange with the CERD experts in November 2021.
The NGO platform welcomes the priorities set by the UN panel of experts in its recommendations: “Human rights organizations, activists and collectives have been demanding changes in those areas that the UN committee has criticized for years. It is time for Switzerland to take on responsibility, work on its deficits and actively pursue prevention », says Gina Vega from humanrights.ch.
Once again, the UN committee found that the legal provisions against racial discrimination in Switzerland were inadequate. The lack of a civil law basis makes the fight against racism more difficult and offers victims no protection in basic areas of life, such as living and working. The committee recommends Switzerland to create a coherent and complete legal basis against racial discrimination that covers all areas of private and public life.
The UN Committee also considers it worrying that the Swiss cantons lack independent complaints offices and investigation mechanisms for investigating police misconduct and racially motivated police checks. The committee also calls on the federal and cantonal authorities to enshrine an express ban on racial profiling in law and to develop an action plan to effectively combat racial profiling.
The Committee is also concerned about the persistent discrimination against people on the basis of their origin and / or their residence status. The committee calls on Switzerland to set up independent complaint and investigation mechanisms in order to prevent violence against asylum seekers and to investigate incidents of violence. Furthermore, the right to freedom of movement of asylum seekers and temporarily admitted persons as well as access to social assistance for non-EU nationals should be guaranteed.
Switzerland must meet its human rights obligations under the UN Anti-Racism Convention and offer those affected greater protection. In order to make a just society possible, it must invest in the fight against racial discrimination on a structural, institutional and individual level, pursue efforts that have already been made and work closely with civil society.
